Constantine (Costa) Samaras is an engineer and policy analyst with research and industry experience in analysis, economics, and public policy in the context of energy and sustainability systems issues. He has a Ph.D. in Engineering and Public Policy and Civil and Environmental Engineering from Carnegie Mellon, a Masters of Public Administration from the Wagner Graduate School of Public Service at New York University, and a B.S. in Civil Engineering from Bucknell University.
